ACTU Resolution on National Skills Shortage*

The ACTU calls for the focus of the skills debate to shift from the recognition of a critical shortage to an identification of the immediate and longer term solutions.

The ACTU notes that there is now widespread recognition of a major skills shortage in the traditional trade areas (including construction, metal manufacturing, electrical and vehicle trades). The ACTU notes that this skills shortage has been recognized by the union movement as critical for some time but, until recently was largely ignored by federal government and employers.

The ACTU recognises that the existing skill shortage requires immediate action and sustained longer term strategies. In doing so, the ACTU endorses the role of Industry Skills Councils as a primary source of relevant and timely information on emerging skill needs for Australian industry.

With increased government and employer investment and some policy adjustment a skills crisis can be averted.

The ACTU strongly opposes any attempts by employers and governments to use skills shortages to implement short-term knee jerk strategies that do nothing to address the long term need to develop a sound skill base in Australia. In particular the ACTU reaffirms our commitment to VET and school based apprenticeships and rejects the Prime Minister's call for young people to leave school at year 10 for the purpose of entering into a trade, recognising that such an approach will ultimately deny young people the breadth of opportunities that arise with a year 12 completion.

Workplace Hazard - Snot?
With the onset of winter, the season generally associated with colds and flus, many staff members are likely to be struck with these generally non-fatal yet trying and costly illnesses.

A potential safety threat to workplace environments is not only transference of these germs, but that of waste removal. Many staff members afflicted with these illnesses may not be in a position or willing to take time off work to recuperate and as such are likely to bring these germs to work with them. Undoubtedly they will be blowing their noses, coughing and sneezing as they continue to work and disposing of their dirty tissues at work also. These dirty tissues end up in the bins in the work environment which are then disposed of by the cleaners or those responsible for waste elimination at the workplace. Whilst the problem may be gone for those with the illness the risk is still there. Whether this potential risk is translated into actual risk is dependant upon the safety precautions that the cleaners use when performing their duties. Are they wearing suitable personal protective equipment such as gloves or face masks's Is the use of personal protective equipment backed up by appropriate personal hygiene methods such as hand washing.

It is unlikely that the chances of creating a significant airborne risk are high, however the point is that such hazards need to be considered in risk assessments and appropriate training provided to staff members. As with most workplace tasks, it is important to assess the risks and determine if your staff are suitably covered.

Airline Filters


Air quality is one of the most overlooked components of a respiratory protection program. This is cause for concern especially when workplaces such as welding and paint shops often contain toxic fumes, vapours and dust or have low oxygen levels. Breathing air without suitable respiratory protection in such hazardous environments can lead to long term damage to your health.*

Compressor systems often produce air that does not meet the minimum requirements for respirator breathing air. Even if the atmosphere is clean, contaminants can reach the respirator wearer if drawn in at the compressor intake or picked up from plant air piping system. Many of the contaminants present in compressed air can be removed through the use of filters.

By installing a compressed air purifier/filter such as an airline filter regulator between the compressor and the operator, unwanted compressor oil, odour and dust particles are removed, making the resultant air many times cleaner than the air we normally breathe. It is important to note that some airline filter regulators will not remove or block carbon monoxide or carbon dioxide fumes therefore these gases are likely to be present within your work environment, then the use of a specific air purifying system may be required.

One such supplied air respirator system is the domnick hunter BA2 Air Line Filter Regulator. This Air Line Filter is designed to provide breathing quality air to a higher level than specified in AS/NZS1715:1994 for oil mist, vapour, odour and particulate removal. It utilizes two separate stages of air treatment combined together in one compact die-cast housing unit which is guaranteed for 10 years (under normal recommended use). The 1st Stage filter is a Grade AA element with high efficiency filtration for removal of particles down to 0.01 micron including water and oil aerosols. The 2nd Stage filter is a replaceable activated carbon element for the removal of oil vapour and hydrocarbon odours.
