National Construction Standard declared 27 April 2005 *

The National Occupational Health and Safety Commission (NOHSC) has declared a national standard for occupational health and safety for the construction industry. The declaration of the National Standard for Construction Work [NOHSC:1016 (2005)], which takes effect on the 27 April 2005, comes after more than two years of consultations with the Commonwealth, state and territory occupational health and safety authorities, construction industry associations and unions.

Building and construction sites are amongst the most dangerous workplaces in Australia and the construction industry is one of the priority industries identified by NOHSC under the National OHS Strategy 2002/012. The new standard requires the provision of information, consultation, planning, documentation, training and other measures to ensure occupational health and safety, and provides a nationally consistent framework for managing safety in the industry.

The completion of the standard is also consistent with recommendations contained in the Report of the Royal Commission into the Building and Construction Industry.
NOHSC is currently developing a number of codes of practice that will complement the standard. The proposed codes will detail a national approach to the prevention of falls from height in construction work, induction training for construction workers, demolition work, and the management of risk in tilt-up and pre-cast concrete construction work.

Recent Changes to Legislation
The Workers Compensation Legislation Amendment Act 2002 and Workers Compensation Legislation Amendment Act 2003, passed by the NSW Parliament in December 2002 and July 2003 respectively, will reduce workers compensation red tape, ensure an even playing field for employers and strengthen dust diseases legislation. Respiratory Protection Legislation/Requirements


Risk Control Measures for Spray Painting*
OHS Regulation 2001
Clause 177 covers particular control measures for spray painting in booths.

Clause 178 provides particular risk control measures for spray painting outside booths.

Clause 179 covers electrostatic spray painting.

For spray painting in spray booths the employer must ensure that:
-spray painting is carried out in a spray booth, and
-no-one other than the person spray painting is in the booth during spray painting, and
-any person that is in the booth during spray painting is wearing appropriate personal protective equipment.

For spray painting outside booths the employer must ensure that:
-spray painting is carried out in the open air at least six metres from every building and from every other thing that may obstruct ventilation, and ensure that spray painting is effectively isolated from every other process in which persons are employed and that is within six metres and;
-is effectively isolated from all plant, machinery and equipment that is or may become a source of ignition within two metres as measured vertically from above and six metres in all other directions and;
-any person carrying out spray painting is wearing appropriate personal protective equipment.

If it is not reasonably practicable for an employer to ensure that the spray painting is carried out in the open air as required, the employer must ensure that;
-the place where spray painting is carried out is adequately ventilated (by natural or mechanical ventilation), and
-the spray painting is effectively isolated in accordance with the Regulation (Clause 178(3)).

Respiratory Protection Studies/Research

Studies have shown that there is a serious lack of understanding and implementation of respirator maintenance requirements within users of respiratory protection.

One study showed that of 485 used half face piece, replaceable rubber filter respirators assessed against 71 visual defect classifications, less than 15% had no major defects. This means that over 85% of the masks assessed were defective to some degree. The most common defect was extremely dirty exhalation valve(s) due to poor maintenance and cleaning and not part degradation. The most common degradation defect was severely perished faceseal areas of the facepiece (8.8%). Other defects included deformed facepieces, severely perished head harnesses, missing inhalation vales, modified head harnesses, split, torn or cracked facepieces and missing exhalation valves.*

The regular maintenance and repair of respirators is vital to ensure that your health is not comprised and that you are able to utilize your equipment as it was intended to be used and with peace of mind. Regular changes to the filters and checks of seals and harnesses will ensure that you are using your mask at optimal efficiency.
